This is an article of mine — “‘How to Fight Savage Tribes’: The Global War on Terrorism in Historical Perspective” — and as pdf —  that just appeared in print with the Journal of Terrorism and Political Violence. It turns out Europeans and North Americans always reseved the right to employ savage methods when fighting “savages.” Examples include Algeria in the 1840s, China in 1860, and Iraq after 2003.
